From Wheat to Table: How Flour is Made

May 22, 2026

Imagine a life without great pasta, banana bread, or warm chocolate chip cookies. That sounds like a pretty dark place—and honestly, one we wouldn’t want at all.

While these three beloved comfort foods are completely different, each owes its signature and texture to one crucial ingredient: flour—the ingredient at the heart of Aboitiz Foods’ expertise and dedication.

This World Baking Day, Aboitiz Foods is proud to celebrate the magic of milling, which makes cherished foods possible. From our state-of-the-art mills in Iligan to your family’s dinner table, let’s take a look at how Pilmico, Aboitiz Foods’ flour-milling facility in Iligan, transforms grains into premium-grade flour to nourish households across the Philippines.

How Pilmico Flour Started

Our story began on September 7, 1962, when the Aboitiz Group secured a partnership with the Pillsbury Company of Minnesota, USA. Operating under the name Pillsbury-Mindanao Flour Milling Corp. Inc., the operation strategically chose Mindanao as its home, establishing a vital hub for grain processing and distribution.

Over the decades, we have expanded our milling facilities, introducing diverse product lines to support local bakers with products like standard Bread Flour and Whole Wheat Flour, as well as convenient consumer mixes like fudge brownies and cereals.

We achieved a major milestone in 1990, when the Aboitiz Group took full ownership of the company, making it 100% Filipino-owned. Through this transition, we proudly renamed the entity Pilmico Foods Corporation, and our iconic Pillsbury flour brand evolved into the household staple we love today: Wooden Spoon.

How It’s Made: The Flour Milling Process

Have you ever wondered how a raw grain of wheat becomes the smooth, fine powder in your kitchen? This requires a careful combination of advanced engineering and rigorous quality control.

Here is the step-by-step journey behind every bag of Pilmico Flour:

Our Certifications and Recognitions

At Aboitiz Foods, we believe that consistency and safety are the vital cornerstones of our business. To ensure absolute excellence from wheat field to flour mill, we back up our processes with globally recognized certifications:

  • ISO 9001:2015 (Quality Management System): Holding this certification ensures we consistently meet customer requirements and strictly comply with government mandates. It guarantees that every step of our supply chain—from raw material intake to finished goods—safeguards the expectations of our commercial stakeholders.
  • Halal Excellence: The Islamic Da’wah Council of the Philippines (IDCP) officially recognized Pilmico as the First Halal-Certified Flour Company in the country. We ensure our flour products are manufactured using strictly Halal ingredients in facilities entirely free from cross-contamination by haram or najis (unclean) materials. To maintain this honor, our facilities undergo exhaustive annual audits, being a source of pride for our team and community.

Beyond the IDCP, Pilmico holds several Halal Certifications, including Halal Development Institute of the Philippines (HAS 23000:1) and the Emirates Authority for Standards & Metrology (ESMA). We ensure that our flour meets the stringent requirements of different countries. By serving as a trusted, certified raw material provider, we help our B2B customers confidently venture outside the Philippines and sell their finished products in the global market.

From Mill to Meal: Our Premium Flour Products

After careful milling and strict quality clearance, our premium flour lines are categorized into three distinct families to serve every baking and culinary need:

  • Hard Wheat Flour:  High in protein, forming a strong gluten network, making it the perfect choice for yeast-raised breads, pandesal, and chewy noodles.
  • Soft Wheat Flour: Low in protein, making it ideal for delicate, light, and airy creations like pastries, cookies, cakes, and biscuit bars where tenderness is key.
  • Specialty Flour (Wooden Spoon): Tailored specifically for commercial businesses and home baking enthusiasts alike, our popular Wooden Spoon specialty line includes perfectly balanced All-Purpose Flour, Cake Flour, Siopao Flour, and Whole Wheat Flour.

For over six decades, Pilmico has been a trusted partner in growth for the Philippine baking industry. Our mill-to-meal journey—from processing raw wheat to delivering customers with high-quality flour—is fueled by an unwavering commitment to quality, consistency, and world-class safety standards. Together, we empower our customers across the nation to Rise with Pilmico Flour and experience excellence in every bake.

This World Baking Day, we proudly renew our promise to keep raising the bar and nourishing the Filipino nation. The next time you enjoy a warm pastry with your morning coffee or break bread with your family, you’ll know the dedication, history, and care that went into making it great. Happy Baking!

FAQs:

What is the difference between hard wheat, soft wheat, and specialty flour?
It all comes down to protein content! Hard Wheat Flour has high protein, creating a strong gluten network perfect for chewy breads like pandesal. Soft Wheat Flour has lower protein, making it ideal for light, delicate pastries and cakes. Specialty Flour (like our Wooden Spoon line) includes expertly balanced blends like All-Purpose and Cake Flour for specific baking needs.

Is Pilmico Flour Halal-certified?
Yes! Pilmico is proudly recognized by the Islamic Da’wah Council of the Philippines (IDCP) as the First Halal-Certified Flour Company in the Philippines. Our facilities undergo strict annual audits to ensure all products are manufactured using 100% halal ingredients, completely free from cross-contamination.
